Before any plot is written, every writer begins to imagine his or her characters, having good traits, however, that is not always necessary in crafting the right character for your story, because sometimes the protagonist has to be bad about something that later on would evolve into something good.
Character development is fundamental in writing because it gets to determine how the character progress as the story goes, a glimpse as to what kind of personality the character have is a way for the readers to relate to them, they will be able to follow their journey, and how their choices resolve the conflicts they are facing.
Characters who are able to develop throughout the stories are called dynamic characters, in which by the end of the story the protagonist is not the same anymore, they have undergone a transformation.
In most stories, the protagonist are the dynamic characters, that undergo certain changes throughout the course of the story in which they would grow to become rational and strong individuals. Many writers and most readers favor this kind of character because no one wants to read about a protagonist that is stagnant, unaffected by the external conflicts surrounding them.
The growth of the character is also an enlightenment to the side of the reader for the reason that they are able to learn valuable things together with the protagonist, enriching them with lessons that are paved with good morals.
Static character, on the other hand, is the opposite to how dynamic characters work because of the fact that they do not progress at all, they do not grow that much, they encounter little to no change at all, this is typically in the form of minor characters or even the antagonist. Static characters are given the opportunity to change, however, they chose not to which the readers would later on get bored with the dull platonic nature of the character which later leads on to them not continuing their reading.
To wrap it all up, a story should have texture, therefore, its character development should vary, you do not have to choose between dynamic or static characters for the reason that you can mix both traits in your story to give it a more compelling drive.
